The new information infrastructure is an infrastructure system based on the information network and driven by the innovation of a new generation of information and communication technology to provide basic digital public services such as perception, transmission, storage, and computing for the digital transformation of the economy and society. In order to thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and the 2nd and 3rd Plenary Sessions of the 20th CPC Central Committee, and to promote the coordinated development of new information infrastructure, the following notice is hereby given on relevant matters.

1. Strengthen the overall planning and layout of the country

(1) Overall planning of backbone network facilities. Basic telecommunications enterprises should strengthen the overall planning and construction of the national inter-provincial trunk optical cable network, jointly build important routing optical cables, increase the access direction of important nodes, and expand the application of new high-performance optical cables. Formulate medium- and long-term plans for international communication facilities, balance the distribution of international communication import and export bureaus in the eastern, central, and western regions, and accelerate the expansion of international submarine and terrestrial cable information channels. Cooperate with transportation, energy and other related enterprises to plan and build cross-border infrastructure such as international terrestrial cables, international railways, and international oil and gas pipelines.
(2) Optimize the layout of computing infrastructure. All localities should implement differentiated policies on energy consumption and land use, and guide the deployment of large-scale and super-large data centers, intelligent computing centers, and supercomputing centers that provide services to the whole country and regions in hub nodes. Support the coordinated construction of data center clusters and new energy bases, and promote the coordinated development of computing infrastructure, energy, and water resources. Strengthen the planning of local data centers, rationally deploy regional hub nodes, and gradually increase the proportion of intelligent computing power. Encourage enterprises to develop computing cloud services, and explore the construction of national or regional service platforms.

(3) Rational layout of new technology facilities. Regions with the capacity should support enterprises and institutions in building standardized public datasets for industry applications, create influential general and industry artificial intelligence algorithm model platforms, and deploy regional artificial intelligence public service platforms. 2. Strengthen cross-regional balanced and inclusive development

(1) Promote the integrated development of facilities in major strategic areas. The network organization of basic telecommunications enterprises can reasonably break through the restrictions of administrative divisions and promote the development of backbone nodes in the region to fully interconnected networking. (2) Deepen balanced and coordinated development among regions. Border provinces make use of foreign cooperation mechanisms to build international information hubs with geographical advantages. (3) Promote the integration and inclusive development of urban and rural areas. All localities should continue to deepen universal telecommunications services, promote the construction of 5G and optical fiber networks in rural areas, and improve the quality of network coverage in scenarios such as rural governance, agricultural production, and farmers' lives. Accelerate the construction of "broadband frontiers", and promote broadband network coverage in key scenarios such as administrative villages, rural schools, border management and trade institutions, border roads, and coastal waters in border areas.

3. Strengthen cross-network coordination and linkage development

(1) Promote end-to-end collaborative upgrades of multiple networks. Basic telecommunications enterprises should carry out the construction of "dual gigabit" networks, coordinate the construction of 5G and gigabit optical networks, promote the integrated development of IP bearer and optical transmission, and promote the synchronous expansion and upgrading of access networks, metropolitan area networks and backbone networks. We will continue to build a mobile Internet of Things system with low, medium and high-speed coordinated development. Coordinate the integration of satellite communication systems with terrestrial mobile communication networks, data centers and backbone networks. Actively carry out research and development of computing-network convergence technology, improve the unified management, unified scheduling, and intelligent orchestration of computing-network resources, and realize cloud-network-edge integrated intelligent scheduling and services. Fourth, strengthen cross-industry integration and shared development

(1) Promote the integrated development of information facilities and traditional facilities. all localities should organize and carry out the special action of "signal upgrading", promote the large-scale deployment of "5G + industrial Internet", and thoroughly implement the "through" action plan of the industrial Internet identification analysis system. Coordinate the construction of roadside facilities along highways and urban trunk roads. Intensively deploy urban sensing terminals, and build a city-level IoT sensing terminal management and data analysis platform in a unified manner. (2) Deepen cross-industry co-construction and sharing of infrastructure. Local communications administrations should work with relevant industry regulatory departments to improve cross-industry coordination mechanisms and establish a list of cross-industry co-construction and sharing needs. Promote two-way open communications, municipal, transportation, electric power, public security and other fields of towers, pipelines, optical cables, computer rooms and other resources. In scenarios such as new subways, tunnels, and bridges, it is necessary to plan and reserve space for the deployment of communication facilities in advance, and provide power guarantees.

Fifth, build a green and low-carbon development mode

(1) Promote the green and low-carbon development of key facilities. Basic telecommunications enterprises should cooperate with the construction of a statistical indicator system and a carbon management information platform for the green and low-carbon development of the information and communication industry, build green data centers, and carry out green and low-carbon level assessment of data centers. Promote the green transformation of traditional communication equipment rooms, update old communication equipment and supporting equipment in computer rooms, and strengthen the application of energy-saving technologies for base stations. All localities should introduce policies to encourage enterprises to use green electricity, and support enterprises to use their own premises to build green energy facilities.

(2) Promote the coordinated development of facilities and the environment. All localities should strengthen the collaborative design of communication base stations, towers, computer rooms, optical cable transfer boxes and other facilities and buildings and structures, and innovate integrated and diversified beautification construction plans. 6. Enhance all-round security capabilities

(1) Improve network and data security capabilities. basic telecommunications enterprises should strengthen the coordinated construction of network security facilities and information infrastructure. Relevant enterprises should cooperate in carrying out network security capability maturity assessments, strengthen risk assessments of new technologies such as the Internet of Things and artificial intelligence, and strictly implement the security management requirements for Internet of Things cards. It is necessary to establish and complete data security management systems, strengthen the identification and filing of important data and hierarchical protection, strengthen the construction of data security monitoring, early warning, and emergency response methods, carry out data security risk assessments, and increase the capacity for data security safeguards.

(2) Enhance the empowerment of cross-industry security services. Local communications administrations should organize relevant units to upgrade and improve the national industrial Internet security technology monitoring system, and support key industrial Internet enterprises and Internet of Vehicles enterprises in establishing network and data security technology monitoring methods. Promote the implementation of classified and hierarchical management of industrial Internet security, Internet of Vehicles network security grading and protection filing, speed up the implementation of security protection standards, and strengthen the real-name registration management of Internet of Vehicles cards.

(3) Enhance the ability of information infrastructure to operate in a stable and safe manner. 7. Strengthen cross-sectoral policy coordination

8. Strengthen organization and implementation
